2. Calling AI “SI”: does a new name establish new capabilities?
On September 29 local time, the White House published its order inaugurating an era of Super Intelligence. Its central instruction is to use SI instead of AI in executive-branch documents and public communications, to the extent permitted by law. 3. Russia’s reported 27% defense increase: compared with what?
Reuters reported on September 28 local time, citing documents it had obtained, that the 2027 defense plan was 17.1 trillion rubles. The roughly 27% increase compares with the 13.5 trillion rubles originally planned. Recasting it as “27% above actual 2026 expenditure” changes the comparison. Reuters said the draft was expected to reach parliament by October 1. We have not obtained the complete government documents and treat this as a reported plan.
